Johngreen 782dc225bf feat(ci): auto-run alembic migrations and seed on container start ...

- Add entrypoint.sh (migrate → seed → uvicorn)
- Add python-dotenv to requirements.txt
- Backend container uses entrypoint instead of direct uvicorn
