- Create ResponsiveSplitPanel: universal left-right split layout with
  desktop resizer and mobile collapsible stack
- Migrate V2CategoryManagerComponent to use ResponsiveSplitPanel
- Delete unused ResponsiveContainer (dead code)
- Document responsive component strategy (3 primitives + 1 hook)
